Background: In 2006 ACPOS recognised that the provision of coordinated advice and support to Scottish forces and agencies in relation to their obligations under the Freedom of Information (Scotland) Act 2002 was critical and required a dedicated resource. The volume and complexity of requests for information has risen consistently since the introduction of the Act and it is essential to consider the expert views of business leads and other stakeholders prior to responding to requests. ACPOS and ACPO introduced a Central Referral Process to identify and manage business critical requests. The ACPOS Coordinator manages that process in Scotland.

As a result of a forthcoming vacancy, there is a requirement to identify an individual who is educated to degree level with significant experience in FOISA/EISR matters. In lieu of a degree you will bring experience in a relevant policing discipline. Also experience as a practioner of FOI issues and an awareness of DPA issues are essential. You will undertake the task of overseeing and guiding the response to the challenges posed by FOI in Scotland. Reporting to the ACPOS lead on FOI (currently the Director of Corporate Service, Grampian Police), the successful applicant will manage the day-to-day operation of the Central Referral Process in Scotland while maintaining and extending links with key stakeholders.

Description of role: To provide ACPOS with strategic advice regarding the developing law and practice in relation to Freedom of Information in Scotland and to manage the functions of the Central Referral Process on behalf of the police service in Scotland including the coordination of advice and assistance, the provision of training, maintaining and extending relationships with key stakeholders and the Scottish Information Commissioner.

This post is temporary for 12 months.

Applicants must be a British citizen, a member of the EU or other states in the EEA, a Commonwealth citizen or a foreign national free of restrictions. You should also have been resident in the UK for a minimum of three years immediately prior to application. In certain circumstances, it is possible for the minimum residency period for vetting to be waived. This can only be done where it is possible to make, or confirm, in the relevant jurisdictions with local Law Enforcement and National Security bodies, which are equivalent, and of a similar standard, to enquires which would be made in the UK, on both the applicant and all family members and associates. In cases where it is not possible to makes the equivalent checks, the residency criterion will be stringently enforced.
